THE TWELFTH RANDOM DRAW UNDER THE HOUSING PROGRAM FOR IDPS

On 13 October 2022, the 12th random draw of the beneficiaries of a soft mortgage loan under the program "Housing for IDPs" was held in the State Fund for Support of Youth Housing Construction (SFYH) with a live broadcast on the SFYH's YouTube channel. This is already the fourth random draw held during the war and martial law, taken into force by the Executive Order of the President of Ukraine.

According to its results, another 500 families could get a loan for purchasing housing on convenient, unique conditions for Ukraine at this time – at 3% per annum.

The project began in July 2021 but was suspended in February 2022 with the beginning of russian military aggression. However, it resumed in August of this year.

Twenty-nine thousand nine hundred sixty-one (29,961) applications were registered in the Open Candidates Register as of 13 October 2022.

The program has concluded 411 loan agreements with families for UAH 515.6 million

The random draw #12, similar to the previous ones, was conducted by computer sampling with the help of a random number generator using software (RandomPicker.com) proposed by the Implementation Consultant – IPC GmbH, approved by the KfW Bank and which complies with the legislation on the personal data protection.

The impartiality of the random draw was monitored by representatives of the Ministry of Reintegration of the Temporarily Occupied Territories, the Implementation Consultant, and SFYH. In their short introductory speeches, those representatives wished everyone registered to participate in the program to fulfill their dream of purchasing their own home.

The representative of the Implementation Consultant, Oleksiy Pylypets, pointed out that "Housing for IDPs" is currently the most effective and efficient housing program. According to Serhii Komnatnyi, the Chairman of the Board of the SFYH, the project is a working mechanism for implementing sustainable solutions in providing housing for IDPs. Finally, there were words of gratitude to German partners for supporting the people of Ukraine in difficult times for our country.

The Ministry of Communities and Territories Development of Ukraine provides constant support in the implementation of the project. "I thank the Government of Germany for the systematic support in such a difficult time for Ukraine. After all, this housing program is implemented within the framework of the Agreement on Financial Cooperation between the Cabinet of Ministers of Ukraine and the Government of the Federal Republic of Germany. Therefore, another 500 families from internally displaced persons have the opportunity to receive a soft loan for the purchase of housing," said the Deputy Minister of Ministry of Communities and Territories Development of Ukraine Nataliya Kozlovska.

The following business day after the random draw is the earliest, the regional offices of the SFYH will notify the persons who can receive a housing loan about the need to submit the documents specified in the Procedure. The list of such persons is published on the official website of the SFYH and the websites of its regional offices.

The "Housing for IDPs" program is financed by a grant from the German Government, provided as part of an intergovernmental agreement through the KfW Reconstruction Credit Institution, Frankfurt am Main. The SFYH and the Ministry of Reintegration of the Temporarily Occupied Territories jointly implement the project.

Loans to internally displaced persons are granted for a period of up to 20 years at 3% per annum, based on the regulatory (normative) area of ​​the housing (dwelling) (21 square meters of total area per person and an additional 10.5 square meters per family).

Lending objects can be an apartment in an apartment building or a single-apartment residential building, put into operation no later than 50 years ago or reconstructed no later than 25 years ago. 

One may register to participate in the program through the portal of state services "Diia" or in one of the regional offices of the SFYH.
