THE NEXT STAGE OF RANDOM SELECTION UNDER THE PROGRAM "HOUSING FOR IDPs"

On February 15, 2022, the State Fund for Support of Youth Housing Construction conducted the eighth stage of selection of participants in the program "Housing for internally displaced persons." According to its results, another 150 families will be able to get a soft loan to purchase a home.

The selection was carried out according to the rules of the program with the participation of representatives of the Ministry of Reintegration, Implementation Consultant (IPC GmbH) and State Fund, using software (RandomPicker.com) proposed by the Implementation Consultant, approved by KfW and compliant with data protection legislation.

In his introductory speech, the Chairman of the Board of the State Fund Serhii Komnatnyi pointed out that according to the results of the previous seven selections, a total of 1,150 candidates were selected for lending, who were issued 299 loans and another 10 loans are yet to be issued.

"We are witnessing a large number of refusals due to the fact that a number of citizens who have registered to participate in the program, for various reasons, cannot use it," said Serhii Komnatnyi. - To solve this problem, on February 2, the Government of Ukraine adopted amendments to Resolution №451. The changes have increased the age limit of objects where citizens can purchase housing to 50 years, the definition of family members has been clarified and the timing for making a decision on granting a loan has been adjusted. This change allows State Fund in case there are appropriate grounds to extend the period for a citizen to collect documents and search for an investment object.

“Together with our partners in the Project, we do not stop at these changes,” said Serhii Komnatnyi. - A meeting was held at the Ministry of Reintegration with the participation of specialists from the State Fund and IPC. A second package of amendments to Resolution No. 451 has been developed and it will be sent for consideration to the central executive authorities and the Government. The changes will relate to raising the age limit of the borrower, increasing the loan term and housing area per citizen.”

The Chairman of the Board of State Fund pointed out that the new amendments will create more opportunities for the winners of the random selection to achieve their goal of purchasing their own housing on affordable terms.

No later than the next working day after the selection, the regional departments of the State Fund will inform the persons who have been able to take a housing loan about the need to submit the documents specified in the Procedure. The list of such persons is published on the official website of State Fund and the websites of its regional offices.

It should be recalled that the project "Housing for Internally Displaced Persons" is implemented by the State Fund and the Ministry of Reintegration in accordance with the Procedure approved by the Cabinet of Ministers of Ukraine No. 451 of April 28, 2021, funded by German government’s grant via KfW.
