THE 14TH RANDOM DRAW UNDER THE PROGRAM “HOUSING FOR INTERNALLY DISPLACED PERSONS”

On 9 December 2022, the SFYH, based on the results of the 14th random draw, identified another 500 families of IDPs to apply for a loan under the Ukrainian-German program "Housing for IDPs".

Half a thousand more Ukrainian families received a unique opportunity to purchase housing on loan for up to 30 years at the most attractive rate in our country today — 3% per year.

The project is implemented by the SFYH and the Ministry of Reintegration of Temporarily Occupied Territories with the financial support of the German Government, which provided a grant through the KfW Development Bank. In addition, the Ministry for Communities and Territories Development of Ukraine offers comprehensive support for the program.

We continue to implement the project, thanks to which IDPs who lost their homes due to russia's aggression will be able to purchase housing on favorable terms. Furthermore, we are grateful to the Government of Germany for financing this Program, said Deputy Minister Natalia Kozlovska in a comment to the press service of the Ministry of Community and Territorial Development of Ukraine.

Opening the random draw, Serhii Komnatnyi, the SFYH board chairman, noted that the project participants gained invaluable practical experience, especially during “military” year of 2022.

The head of the SFYH expressed his gratitude to the Government of Germany for the funds allocated for the realization of the housing needs of Ukrainian citizens, the KfW Bank for joint work on the project, and the IPC consulting company for an impartial and professionally performed audit mission.

All of us, the executors of the program and thousands of Ukrainians who need support regarding internal displacement, hope for the decision of the German partners to keep this important project for next year. As this will be a strong humanitarian signal from Germany to support Ukrainians in the difficult during the war”, said Serhii Komnatnyi.

A random draw method was traditionally applied to determine the winners using software proposed by the International Implementation Consultant (IPC GmbH) and approved by the KfW. The random draw broadcast was conducted in real-time on SFYH's YouTube channel and is available for viewing.

The list of families who can purchase housing under the project is published on the SFYH's website. In addition, following the terms and conditions of the program, regional branches of the SFYH will inform the winners about the need to provide a package of documents for processing the loan.

On 2 December 2020, the Verkhovna Rada ratified an agreement between the governments of Ukraine and Germany to attract EUR 25.5 million from the German state development bank KfW to provide soft mortgage loans to Ukrainian IDPs.

The project "Housing for IDPs" implementation began in July 2021 and was suspended after the full-scale military aggression of the russian federation against Ukraine started. However, at the beginning of August this year, for the first time since the beginning of martial law introduced by the decree of the President of Ukraine, the SFYH returned to conducting random draws according to the program.

As of 9 December 2022, 30,609 applications from candidates were registered in the Register for participation in the program. Five hundred twelve contracts for the total amount of UAH 668.1 million have already been concluded with randomly selected winners.

The program's conditions and information regarding the submission of applications are presented on the website of the SFYH. In addition, one can register to participate in the program through the “Diia” e-portal or in the regional offices of the SFYH.
