SUPERVISORY BOARD MEETING OF THE STATE FUND

On February 21, 2022, in the format of a video conference, the regular annual meeting of the Supervisory Board of the State Fund for Support of Youth Housing Construction took place.

The conference was chaired by Deputy Minister  of Communities and Territories Development of Ukraine, Chairman of the Supervisory Board Natalia Kozlovska.

Chairman of the Board of State Fund Serhii Komnatnyi reported on on the implementation of the Strategic Directions for the Development of State Fund for Support of Youth Housing Construction in 2021. The chairman pointed out that State Specialized Financial Institution "State Fund for Support of  Youth Housing Construction" was established by the Government of Ukraine 30 years ago. The founder of the Fund is the state represented by the Cabinet of Ministers of Ukraine (100% share in the authorized capital). The authorized body of the Fund is the Ministry of Development of Communities and Territories of Ukraine. The governing bodies of the State Fund are the supervisory board and the executive board. The Supervisory Board supervises the activities of the State Fund and the implementation of its tasks.

Serhii Komnatnyi reported on the main directions and results of the Fund's activity in 2021. In particular, on the involvement of Fund's specialists in the modernization of the legal framework for housing programs and the working group to develop a draft of a new Housing Codex of Ukraine.

During 2021, the level of cooperation with international and national partners increased. A project to provide IDPs with their own housing has been launched funded by German Government through KfW. In 2021, 5 random selections of participants in this program were conducted, 241 agreements were concluded with families amounting to UAH 280.1 million.

Cooperation with local governments has continued. Funding for local housing programs in 2021 increased by 4.5 million and reached 263 million UAH.

The financial results of the Fund show stable growth. At the end of 2021, the loan portfolio of the Fund amounted to UAH 2.2 billion, the authorized capital reached UAH 583.3 million. The programs of the institution attracted investments in the economy in the amount of UAH 819.5 million.

In 2021, 777 agreements were concluded with families under all programs (state and local), including:

·        soft loans - 644 contracts,

·        compensation of part of the cost of housing - 73 contracts,

·        partial compensation of interest on loans - 31 agreements,

·        implementation of energy efficiency measures - 29 agreements.

301 families of internally displaced persons (1424 such families since 2017) and 193 families of ATO participants (1275 such families since 2017) have been provided with housing under all programs.

In total, for almost 30 years of activity as of December 31, 2021, 41,668 contracts were concluded under various programs implemented by State Fund.

According to the results of the voting of the members of the Supervisory Board, the Public Report was approved.

Serhii Komnatnyi reported on the Strategic Directions of Development and Activities of the State Fund for 2022. Emphasis in the work of the Fund will be on improving the regulatory implementation of programs, digital transformation of the Fund, expanding cooperation with international organizations and partners. In particular, the State Fund initiates a high-level conference with the participation of international donors to attract non-budgetary sources of funding for housing programs, as well as technical modernization of the State Fund. Links with civil society institutions will be developed in order to maintain transparency in the work of the Fund and the availability of the Fund's services for citizens.

 

Other issues on the agenda were considered, including the report of the Internal Audit Service of the State Fund for 2021. The members of the Supervisory Board made appropriate decisions on all issues.
