STATE AND REGIONAL HOUSING PROGRAMS TO CONTINUE IN TERNOPIL

Despite the difficult situation in the country, caused by the full-scale armed aggression of the russian federation, the implementation of several state and regional affordable loan programs to improve the housing conditions of Ukrainian families continues in the region.

One of the few opportunities for young families and single young citizens living in the region to get housing and improve their living conditions is the long-term soft loan provision program which allows them to build or procure housing at the expense of the Ternopil regional budget. For instance, right now, a young woman who defended the sovereignty and territorial integrity of Ukraine and fought back against the military aggression of the russian federation is soon to receive a long-term soft loan to purchase her housing at the expense of the regional budget.

In October of this year, the Ternopil Regional Military Administration approved the housing construction loan program for the youth in the Ternopil Region for 2023-2026.

The responsible executor of the program is the Ternopil Regional Department of the State Specialized Financial Institution "State Fund for Support of Youth Housing Construction", which, in addition to implementing the program, provides loans for the procurement of housing to IDPs following the Procedure for soft mortgage lending to IDPs at the expense of a grant provided by Germany, within the framework of the Agreement of the Governments of Ukraine and Germany, through the KfW Reconstruction Credit Institution, Frankfurt am Main, approved by the resolution of the Cabinet of Ministers of Ukraine on 28 April 2021. No. 451. The recipients of a soft mortgage loan under the program "Housing for IDPs" may receive a loan to purchase housing on unique conditions for Ukraine today – at 3% per annum.

Given the significant number of IDPs in the Ternopil region, the program is highly demanded. As of 1 November 2022, the number of families registered in the open register of candidates for soft loans under the program constitutes 145. Since the beginning of the project, 21 families have won after thirteen random draws of candidates to receive a loan under this program.
